We kept seeing the same gap
Drill after drill, the alarm worked, people left, and the person in charge still could not say with confidence that every area had been checked.
The fix was never more paperwork. It was giving the controller the same thing a fire alarm panel gives an engineer: a clear, live picture of every zone. So we built one for the human part of the evacuation.
